My neighbor is a 64 y.o woman with no children, and a new husband. Shes a real "DOG-PERSON". She has two dogs, and treats them like her babies. I can understand loving your pets, I have pets myself.

Every morning, at about 7:30a she opens her door and yells, "COME ON!!!" about 4 times, to her dogs. When I get back from work, I have to listen to her yelling around my community (I live in a town home community, where all the units are attached.) at her dogs. If she was not here, this community would be close to perfect-peaceful.

She openly admits to ppl that she is on meds, and Ive seen and heard her crying and screaming at her husband 4-5 times since I moved here. Shes unstable, and I dont know how to approach this sensitive subject.

Help ... ?

Pretend to like her. Make friends with her. Go over to her house when her husband isn't around. Get her to drinking heavily - if she doesn't already - and try to get her to take her medication then too. Pretty soon she'll be so woozy in the afternoons that her husband will have to start taking the dog out. If you're lucky she'll O.D. before Spring.

I think she yells, "come on!" as a cue for her dogs to pee/poop outside. My dog trainer suggested a short phrase to say every time so they do what they're supposed to without dawdling. I tell my dog, "let's do it!" (Sort of a homage to Gary Gilmore, hee hee!)
But back to your neighbor. Can you approach her in a friendly way and tell her the walls are thin in your development and the units are close together and maybe she doesn't realize how loud her voice is when she's talking to her dogs.
If she's not a complete wacko she'll get the message and quiet down.
If she is a total nutcase, call the cops when she's hollering at her husband. Tell them an elderly man is in an abusive situation. That may scare her into shutting up.
