So what are YOU doing that warrents him to SPY on you? Sometimes it takes a good neighbor that knows whats going on to keep the neighborhood safe. Now if he is just bored and being a jerk then thats another story. But if YOU are doing NO NO's then so maybe YOU should move. :)
