What you do is call council first thing next week, get the facts straight that this dog is not being cared for properly by the owners. Say that you are an animal lover but this is beyond a joke.
They will remove the dog and hopefully give it to a good and caring home, cos' the current one is failing in every way.
The other question is, moving? Is there any other option? Possibly yes. If you are attached to your home and suburb, find another home in the same suburb, but move right away from these creeps.
Ask the public housing authority for assistance if you are on a low income, or if you own the home try for a good price and tell the prospective owners that is a very quiet, neighbourhood.
Good luck!
Or why dont you do what I did. When my low life neighbor became a HUGE problem I got into their face and said I AM GONNA KICK YOUR ASS IF YOU DONT KNOCK IT OFF. Problem solved. Complaining about it and actually doing something about it are 2 differant things. I got tired of complaining and DID something about it. What a freaking differance life is. I also make it KNOWEN that my shot gun needs to be used and I LOVES ME SOME TARGET PRACTICE. wink wink.
Thank you for your replies! We are looking into moving this summer, so keep your fingers crossed for us!
