You are lying, plain and simple.

No doctor will cut foreskin off from an adult person if there is no medical reason for it because there's too high risk for problems later on, and there's no "partial" cut. Either it is all or nothing.

Do you think he could pee through a circular wound for few weeks when it is supposed to be healing? And then there's the scar tissue which would make it too tight.

I don't know why do you have a fixation to foreskin, but for christ sake, get a life!
