About 90% of dog/cat owners want to let their pets run at large.
At best, they have explanations. Then there are just excuses, and at worst, it is just because they feel they just aren't accountable.
If you have A cat,(or maybe still within reasonability, two cats) keep it in the house. If the mess is too great to contain - YOU HAVE TOO MANY CATS!
If you have a dog, keep it in YOUR OWN YARD, or walk it ON A LEASH, prepared to clean up its messes YOURSELF.

Well, it happened again. This time it bit our dog on the face and made her bleed. We called the cops. We didn't want the situation to escalate, so the cops just told them someone made an anonymous complaint about a loose dog. They had to have known it was us though. Since then, we've seen the dog running loose, but they don't leave it out long. I guess that's something. We're putting up a fence as soon as we can. If it happens again, we're going to kick some ass.

All you have to do is call ANIMAL CONTROL - - - NOT THE POLICE(!)
All you have to do is sign a complaint. YES, most likely, you will have to go to municipal court. YES, most likely, the judge will take your testimony as gospel. YES, they will be fined, and angry, and plot some revenge.
VERY RARELY does it go beyond the "plotting" stage, but you will get notty looks and sneers and name calling. If it goes beyond that, GOOD FOR YOU!!!!!!!!!!

It might not be a bad idea to buy & set up a dedicated video cam that looks out on the problem area. Just make sure that it records your own property, at least for the greater part. You can't set it up to record your neighbor's yard or house or children playing in their own yard because they might be able to claim YOU are harrasing THEM, and you certainly don't want to provide them any amunition for a counter-claim or a complaint of their own.
It is simply amazing how people will behave themselves once they think they are being video taped, so unless you want to surreptitiously "catch them in the act", set your vid. camera up in plain - but protected - view, like inside a window.

this one is in response to the thread who has the problem with the neighbors dog. you know, im the one who posted my thread about those fat obese racist low life pieces of crap scum of the world neighbors of mine and i also have a problem with their dogs. they live right above me and they porposely let their dogs piss on their balcony and it comes down on ours. oh, they KNOW exactly what thew hell theyre doing. i say to you this....just totally go off on them, go nuts, say you could take all you take and you just couldnt take it anymore...

our neighbors also let their dog run free. right now it's just a pup, but will soon be a big dog. our dog already attacked their dog, but it came into our yard where i dog is on a lead. their dog jumps on us, brings crap into our yard etc. they've only had a short time i've thought of calling animal control but i know around here the poor dog would be used for some cruel experiment.

What?!? DO you mean you think Animal Control Services will subject the animal to "cruel experiments"?
No. Let me disabuse you if this particular delusion.
If the animal is observed by ACS, or you, for that matter, at large (running loose), every effort will be made to ascertain the dog's owner.
Sign a complaint with ACS. The complaint will go to municipal court, where the dog's owner can plead guilty or not to the charge of an at-large or non-maintenance of a nuisance animal. If they plead NOT guilty (it IS amazing how many people are in such a state of ignorance - or denial - - or both) you may have to bear witness to the event and the dog's owner will be fined $35. - 40. - 50. - +?....(Most municipalities do NOT include cats in this stipulation - unfortunately.)
If they take offense - well- what do you care? They are obviously and demonstrably negligent and irresponsible, so if you can be the agent of an object lesson so much the better. I can almost completely assure you the dog won't run around the neighborhood again, but in the unlikely circumstance that it does, <B>complain again. The fines get bigger.</B>
If the animal's owner DOES NOT acknowledge their ownership of the dog, ACS will impound the animal and attempt to adopt it out. The dog will be kept at the animal shelter for two-three-four-five weeks (varies) and then humanely euthanised.
In some localities there are other non-municipal agencies which are situated to keep unwanted pets indefinitely.
The reason animals run at large so often is that people rarely take the proper course of action - so it just goes on.
Step up and do what is right for the animal, it's apparent it's owners won't. Better to get it under control now before the dog runs into the street where it could be mortally injured by some other human nitwit behind the wheel.
