the ppl have a dog it lives out side.No bedding in the dog house.no tracks in the snow to show they go out there.To feed and give water.I am the only neighbor so if animal control is called they'll know it was us.What can I do?

Why do you care if they know who called? If they are so foolish/childish/deluded as to TRY to retaliate, then call the cops. If the LAW is on your side, you have a mighty heavy stick.
