Yes, it is normal. Urine and faeces both release ammonia gas which irritates the skin. The best thing to do to prevent the itching is shower or wash the urine off the skin as soon as possible. Barrier creams such as Sudacrem or diaper rash creams should help a little if urine is likely to be in contact with the skin for some time. Obviously they should be applied before you wet yourself though.
