Lot's of countries have shorter people - southern asia, mexico, etc. People from northern climates needed a lot of mass to withstand the cold but smaller body mass is more efficient in cooling the body in hotter places. Stop hanging out with northern europeans and you'll be golden.

I don't think being short automatically makes you born the wrong gender. However if you're interested in what being a woman is like you can try cross dressing to get your feet wet

1. Be a dude, not gender neutral. I mean, unless you're looking for lesbians. But cishet women are upwards of 90% of population.

2. Make a pile of cash. I read somewhere that, for every inch you are shorter than 5' 10", you need to make an extra $100k above something like a $250k baseline.

Now, this all may be bunko, because I'm 5' 8" and am a house husband. I'm neither handsome nor charming, but I'm a good cook and I can fix things.
