Ugh I get that all the time. Have you thought about talking to him about his indecisiveness in a calm and reasonable manner? (If you show your frustration you might hurt his feelings)
Women can't communicate to men, because then they feel like an ego if they do and the feminine dimension of reality says their should be no egotism in the world.
That's why women always say they want a man who knows how to communicate. They want a man to do what they cannot. They really want a man to read their mind and see the problems and solutions without her having to say anything. That way she won't have to be an ego.
