Recruitment numbers are down. Soldiers are kept to do 3 or more tours of duty. Leaders are saying we don't have enough troops. Some are beginning to talk of reinstating the draft. If that should happen, here's my list of draft candidates:

1) Prisoners, then alternative sentencing for criminals convicted.
2) Welfare people who "can't find work", or keep a job
3) Deadbeat parents that don't/ won't pay child support

For these groups, the age requirement should be dropped. You don't have to be 20 to pick up trash, cook food, laundry, clean equipment, etc.
