#4, yes he's chronologically an adult. And while not declaring him a moron, lets look at some facts:

He's still living with and seems to be dependent on his mother. The poster noted that he didn't go anywhere without his mother.

Despite him having reached is majority, his mother still seems to view him as having either the acuity or emotional maturity of someone in their early to mid teens.
