There is this man and woman who tie thier dogs to their bikes and go riding down the street. Now I understand this so called "leash" is a training tool, but they are abusing it. They are holding the dog by the neck with one leash with their hand and they have another chain connected to the dog which connects to their seat on the bike.

It's 85 degrees here today, they are on the asphalt on the street, and now they have an additional little beagle they are dragging around. The dog I usually see is a shepherd, who is struggling to breathe all the time, and now they have a beagle. So, that's two dogs they are abusing.

Imagine being tied to a bike, having to run on the hot ashphalt street because they think it's fun. They take turns sometimes, someone new hops on the bike and there they come now. This goes on all night and day here.

I've been to the police station and they told me oh as long as they are TIED to the bike, it's ok. Give me a break! I also called animal control and they said if the police won't do anything, they can't either.

If anyone has any suggestions as to what step I can take next, please post it.

actually although you may consider it to be abuse...the only people who can do anything is call the police. If you can prove abuse such as starvation, lacerations, severe physically obvious pain, its really hard to convince police that they should take time to do anything. sadly, the law is not on the side of pets.

Mind your own business unless you want somebody's shoe lodged in your ass!

Please just talk to the owners..this is definately abuse and the fact that they are doing it in PUBLIC gives you the right and duty to be a good samaritan by standing up against it. If the police won't do anything, try calling Humane Law Enforcement officers, or a K9 officer to speak to them. You have a legal obligation to do something about this..so don't let some stupid neighbors intimidate you because you are right and they are wrong.

Well I don't know... It's one thing biking with your dog (I do that with my standard poodle in the park and she loves it. Mind you we stop frequently and she gets her own little run around.

If you can completely tell that the dogs do not enjoy it at all then I'd definitely start out talking to the neighbors (and bring a tape recorder, that way if they say anything you can use it.)
