Have you tried to politely tell them about the stomping? They may not even realize that they are stomping, especially if they moved from a house or a first floor apartment into the one above you. When my husband and I first moved into our second floor apartment, we didn't realize just how much noise we were making until our neighbor downstairs came up to our apartment and explained to us just how much noise we were making. We were so used to walking around in a house and it was the first time that we had lived in apartment too, so we honestly just didn't realize that when we walked, we were really stomping. That could be the case with your neighbors too. If you don't feel comfortable speaking about it with them, maybe drop by your complex's leasing office and asking them if they could discreetly speak with your neighbors or somehow help resolve this issue. I hope it all works out for you and that your neighbors realize that they need to be a little softer on the floors.

The stomping isn't the only thing they do. Last summer, the woman was letting their daughter throw rocks at our house, right by our window.
Last fall they had a puppy that they left tied out all the time. My husband always used to knock on their door and tell them the dog was cold, and then they'd let it in. If they had ignored him and left it out, I would've called the cops. Luckily, it never came to that, and they gave the puppy away.
They have friends over alot, which is okay, except for the guy who yells the F word all the time. I mean, I swear alot too, but I don't do it loud enough for the whole neighborhood to hear. They wrestle on the floor up there, and it sounds like our ceiling is going to fall down. Sometimes the guy has his other kids over and all they do is run around and scream. Sometimes he tells them to knock it off, but they've usually been at it for an hour or two by then.
They let their friends and relatives park in our space.
That's just the people upstairs.
The people next door usually park so close to our driveway that we can barely get in it.
The people on the other side of them let their dog out unleashed and unsupervised and it comes into our yard to do it's business. Someone over there stole a package from in front of our house.
The people in the house on the other side of us are okay. It's a woman and her teenage son. They are very quiet and never bother anyone. But the people next door to them suck too. They are a middle aged couple. The guy sits outside and drinks alot while listening to loud country music all summer. He's far enough away so it's not too annoying, but when they have people over, we hear "Woo!" alot. The people on the other side of them also have 2 dogs that are never leashed and just run all over the place.
Our backyards are pretty much just one big open space, and none of us have fences. We want one, but our landlord's too cheap.

Well things are just getting worse. God, I hate these people. They act like we don't even live here, and I'm really tired of their crap. And of course, our landlord is absolutely no help at all.
But, the good news is that their bikes got stolen because they're too stupid to lock them up, AND their power got turned off! I love it!
