The problem with our neighbors has gone on for a year and a half. Their lot is above us and they water their yard to much. Our lot is flat and we have an inch or two of standing water on the whole side of our yard. I have spent $2K for a curb/flower bed (that did not keep the water out) and $2K for for a french drain. Their excess water keeps the flower bed constantly wet and is killing $300 worth of plants. I spoke to the policeman who visited me today, due to their complaint about verbal confrontation with them last week. I got the impression that one of their main complaints is that our fence is forward of theirs. It is at the same spot on our house as his, but our house is closer to the street. Anyway, they would find something to complain about no matter what we do. Now they are shining their yard motion sensor light toward our bedroom. I guess I am going to have to take the plants out of the flower bed and put bamboo there. Does anyone have any ideas of how to get even with these people. I want to forget that they are there but they keep causing trouble for us.

Two inches of water on your lawn, all the time, how much is their water bill? You should just move and let them live in peace.

I cann't believe that you are suggesting that I move and "let them live in peace." What about my being able to live in peace? Yes there is two inches of standing water, all of the time. My whole side yard smelled like the ocean because of the bacteria until I fixed that, at a cost of $5K. Their water bill was over $500 last summer. I haven't checked their water bill this summer but the price of water has gone up and they water more now. A new development is that they have put two surveillance cameras pointing both directions down the fence line. They are on a pole five feet above the fence and right next to it. They can see into my backyard. The police are researching whether that is legal. To me it seems like a no brainer and the cameras should be put below the fence line so that he can only see in his backyard. Right now he looks into the two neighbors patios behind him, into our drive (he can see when both cars are gone), and into everyone's driveway on the street (so that he can see when everyone else is gone). We have had a lot of break-ins in this neighborhood and he may be surveilling houses to break into them. My latest thought is to put bamboo between our houses so that I am shielded from his antics. But, that will cost a lot more money. If I could afford to move to the country I would. I thought home ownership would be more enjoyable than having to deal with my lunatic neighbor.

Please don't move to the country, we've got enough of your kind already.

Going to the country won't get you away from jerks anyhow, just ask my country bumpkin neighbors, they tried to run over my kids in our driveway. Go and buy your bamboo, make sure it is the super invasive kind. You've already built a retaining wall, dig out 9" of soil all the way to the neighbors property line, put in a thick rubber liner like the type used for ponds, it needs to extend 3" above the soil level and cover the liner w/ 6" of soil, leave th liner open on the neighbors side. Some bamboo is almost impossible to kill, even with Crossbow and it is cheap. Do a 'net search, some of it is pretty and grows several feet a year. Maybe you'll want 2 species in there. . .

Good luck. I hate peepers too.

The water issue is one matter - the "surveillance" is another.

You might have recourse through your HOA about the drainage; generally, most municipalities decline to get involved in such neighborly disagreements and usually say so in the codes. Check (you can probably do so online) and find out.

If the neighbor is "surveilling" your property and that of other neighbors that directly constitutes harrassment and you can get a cease and desist order. Check with an attorney.

Keep records of times and dates and the nature of the dispute(s) and get in touch with an attorney specializing in personal injury. Where you go from there is up to you.

I feel sorry for you. We have annoying , mental neighbors too. Our next door neighbor just put up a 7' tall fence between our yards because we had a falling out. The dumb thing is, our yard is beautifully landscaped and theirs is a tangled mess of trees and weeds. The fence makes my own yard look SOOOO much better.

If I were you, I would definately have the cameras taken down as a matter of invasion. The bamboo is expensive, but peace of mind is priceless. I wish to god we could move too, but there is an asshole in every neighborhood. If I knew 8 years ago what I know now, I would have moved to a more secluded part of town. In my neighborhood there are all 1/2 acre lots and the houses are practically on top of eachother.

I hope it works out for you and you can live in peace.
