I don't know you and I don't know your neighbor, but you should look into getting a shock collar for your dog. Having a dog was your choice, not his or anyone elses in your community. Shock collars start working within a few attempts at barking by the dog, they learn fast that it's the barking that makes the shock come, so it's not at all cruel.
My husband and I own a townhouse. Two years ago, the new "neighbor" (and I use that term loosely) moved in (his is an end-unit, making us their only "neighbors"), and decided that his two dogs would live in the detached garage with access to the yard via a doggy door. Those dogs bark at everything except what they're supposed to bark at (e.g., people breaking into our cars out back, et al) -- a bird flies overhead and farts, the dogs bark. Not so bad in the afternoon, but at two in the morning, not so wonderful. My point is, before you write off your neighbor's complaint by stating that "it's only a dog," think about how a mere five-minute barking session will wake a person up from a sound sleep. I'm a firefighter, my husband's a pilot -- not sure what YOUR neighbor does for a living, but chances are, he values his sleep just as much as we do.
The guys a loser and mind dead already. Ignore him! He's worth NOTHING!!!
Regarding your dog, he's your only real friend :) don't let the guy get at you it's what he wants. He want you to feel his pain in life well tell him to go fuck himself.
YOUR DOG ISN'T THE PROBLEM!!!
THE SHOCK COLLAR IS A BAD THING AND TORTURES A DOG. GOOD FOR HUMAN SHIT THOUGH.
HUMAN IS SBIT DRESSED UP, THAT'S ALL.
