No, I live in a very nice neighborhood. Trash moved next to me, and play their stereo's loud constantly. I tried talking nice to them about - it didn't matter. Calling the cops didn't work, either. As soon as they left, the stereo went loud again.
I finally had it. I went over with an empty 5 gallon gas can and beat on the door until they heard me. I told them: See this fucking can?? It's empty.
