It won't stop the noise, but you'll get some satisfaction from getting them messy.
Otherwise, file a complaint with the landlord, police, or condo association.
Maybe the new neighbor is not aware that the noise is traveling through to you. Have you mentioned it??
I ALWAYS call the cops on my neighbors when the have relly loud jazz or mowtown or whatever the f*** they listen to. Thank God we are moving soon.
