Around here a lot of folks say, "Mind your own business." and "Stay out of it."

I am pulled. Stay out of may make your life easier in someone ways but... if we all did this were would it stop? What purpose is there to having police them?

How can you have a safe place to live if we all minded our own business and ignored the bad stuff? Is this not what happens in the really bad neighborhoods where gangs and crime thrive?

People are afraid of getting involved because they don't want to tear themselves away from their cushy lives drinking beer in front of the TV.
I grew up in a part of town that started out with nice new homes and then it went downhill and turned into a slum within 10 years. People moved away instead of doing community service or reporting crime. I grew up hearing "don't rock the boat" and "mind your own business." I wish I had been old enough to speak up and get involved.
If there's something going on in your neighborhood that's wrong or criminal, there's ways of rectifying it without getting yourself into trouble. You can make anonymous phone calls to the police to report drug deals (some cities have hot lines). If there's abused or neglected children involved, there's agencies for that. Or you can call the principal of the school they go to (from a phone booth) and tell them about the suspected abuse. They are obligated by law to investigate and can actually get into trouble if they don't.
In any sort of neighborhood trouble, first make sure that you are right. Then go ahead. Protect yourself against a possible reverse lawsuit in which you might get accused of slander or libel. But if what you claim is true, or you have good cause to think so, you will not get into (much) trouble.
In the case of excessive noise, there are some cities that have noise abatement departments. And just like with children, you have a moral obligation to report animal abuse or neglect.
If you are afraid of the neighbors finding out and getting you, do whatever you have to do to make yourself look like you're not the one reporting... phone booth.... disguise your voice.... tell the authorities that you are afraid of the criminals and can't put your family into that position....alibi.... the authorities can often work around anonymous calls.
Don't let your neighborhood fall into the hellhole that mine did.
Good luck!
