You could try talking to them... it usually doesn't work. I would keep calling the cops until the cops quit coming out over it.
There's been a lot of response postings in this category, check out what others have done. Maybe you'll find something works for you...

It's got to be bothering other neighbors- get a petition going.
Present a copy to the landlord, or give a copy to the police or city board.
If police won't take action, try your alderman and mayor. It may take awhile, but eventually you'll find the right person/ department to put a stop to it.
